Unlike most creatures which possess a cerebellum, the mutant does not. Instead the motor functions, memories and so forth are scattered and stored across the mutant’s nervous system. The result is the mutant suffers a negative four plus the power score modifier to their intelligence score, and -15% plus -5% per power score modifier to all technology rolls. This is not all bad news; the mutant gains the power score modifier as a bonus to its Will Power score, and automatically gains a damage reduction against any mental attack equal to half the power score.

Many mutants with this drawback do not possess actual heads – the senses are typically scattered across the body in random locations. It is up to the player and ML to determine if this is the case or not.
