Many prey animals have a defensive instinct which causes them to freeze in their tracks, protecting them from possible predators. However, in the case of mutants with this drawback whenever they are subjected to a surprise check, not only will the creature have to make the check, but will also have to make a saving throw versus stun with a negative equal to the power score modifier (negatives will provide a bonus!). If the saving throw fails, the mutant is paralysed for 1d3 plus the power score modifier rounds and will not be able to attack, defend (other than AC and then dexterity bonuses will not count), or make any sort of mental attack or defence.
